Hello there, English Joomla expert here with over 8 years experience with all versions of Joomla. I have also experience of upgrading Joomla from one version to the next. Can I ask what version is installed on the site? I take it you want it upgraded to the newest Joomla 3.3+ release? I have had a quick look at the site and it mainly seems to be static content which is not to difficult to upgrade. I would use a fully responsive template so that the site will be able to be displayed all on devices and make it easy for the users on these devices to read the content in a nice way. Before you start thinking about hiring an Indian etc for this job let me tell you most of your time will be spent explaining the basics to them and then correcting many spelling mistakes etc - trust an Englishman to get the job done right ;) not some 16 year old Indian kid pretending...Hope to hear from you soon, Kind Regards, Mokum Design
