Desktop Software

I would like to get a desktop software built, which has to be run on all kinds of machines - Windows 32/64, Linux, MacOS. This software should be compatible with all the machines. It will be a database driven application with 6 forms with average 7 fields per form. Forms will provide user with an option to read through the data (i.e. this application does not have any insert/update/delete option). Some fields will be drop down (average 2-3 per form) which will fetch data from the database. The data which has to be read is in XML form but can be put in to database, but there is a field which can not be broken further, this field contains articles of huge length even to 5MB. The software should provide option to the user to query through this data by providing some keywords (even using boolean operators) This software should take less than 30 minutes to install. Average query response time should be within 1 second. I don't want to use any proprietory database which forces me to pay them the royalty. If you can come up with any innovative idea then you have the edge, but do keep in mind that response time should be within 1-2 seconds. I would give preference to those candidates who are from New Delhi, India and who can explain me what approach they will take for this. This will save both of us time.
