Warehouse inventory Management Software Consultant for Urgent Advice

Use Case: Food product manufacturer require urgent and very simple product/inventory management system
1) Incoming goods must be labeled using QR code or barcode scanner> this coudl be done with a mobile phone or simple portable Barcode scanner that forklift driver can carry withhim within the factory floor.
2) There will be a Vendor list, each incoming goods/SKU/barcode will be allocated to a Vendor/Farmer so they know how many kg goods vendor delivered with date and time of entry.
3) When goods used for production incoming goods must be allocated to factory's brands and SKU's (SKU list can be same for incoming goods and products that is been produced by the factory) aka factory;s brands
The whole idea is like any inventory management software it must be very clear type of product delivered by the vendor and daily inventory update for the management
There are daily delivery in and daliy output that is been delivered to final customers as finished product.
Client would like to have on premises-non cloud base system but we are open for suggestions for clould systems as well.
I'm looking to hire someone to give me 1hr advice with final solution
I expect you have experience with inventory Management Software (examples below) and working as an advicer/consultant in this are.
#1) NetSuite WMS.
#2) Fishbowl Inventory.
#3) 3PL Warehouse Manager
This project could be a simple Power Excel solution as well.
