cross platform database app

I am looking for a developer to help with the creation of a simple cross-platform database app for use in free apps to be used in smartphones.

Users will use an index to look for answers from a database which currently exists in the form of an excel file. This aspect of the app will be standalone and will not require the user to be online.

The app will also require them to register and respond to a few questions on an exiting survey database. Based on the responses given by the users, they will receive one of a set of predetermined answers drawn from that api.

In addition, there might also be a voting aspect. Users are invited to give a vote of * - ***** to a product. Once they have voted, they will see the average vote given by others, ideally including the rating they have just given themselves.

Please quote for this task, breaking down the quote if necessary for individual aspects of the work. Please also let me see examples of phone apps of this kind you have already produced, with an explanation of precisely what you did for them.

Obviously, I should have said "multi-platform" rather than cross-platform.

Looking at the responses I have already had, I would repeat my request for quotes to be broken down. It may be that this project will be handled in stages - or may even be broken down into two separate projects.

I should like to know which are the easiest/quickest aspects and which are the most costly.

In addition, it is probably/alternatively worth considering initially developing this project or a version of it for the iPhone and developing the Android and Blackberry platforms subsequently.
