Program a Mult-Threaded VB.Net Whois.com Scraper

Hi, I need a [login to view URL] scraper, made preferably in VB.Net and the HTML Agility Pack. I have some existing code that works somewhat but has various bugs. You may use this if you like. The program also requires public proxies that are not blocked by whois.com. I can supply you these daily but it would be convenient if you can get these on your own. The functions of the program should be as follows: -Load a list of proxies(continually re-load the file at an interval I can set on the program form) -Load list of [login to view URL] URLs -Start multiple scrape threads(I should be able to specify any number of threads on the program form) -Get the whois data from the page and add to a CSV file, I would like each entry in a column -If the page whois content is blank or it does not load in a number of seconds I can set as an option on the program form, retry for a number of times I can set as an option on the program form, then if there is still a failure move the URL to the bottom of the list to be tried again after the rest are attempted(this whole process should go on for a max number of times on each URL - that I can also set as an option) -Loop until the list is done and there is a resulting CSV file of successful whois data and another CSV file of failed URLs with the reason for failure The program should be able to handle large files with 5-10 million URLs. If there are methods to progressively load files up to 50-100 million entries long I would prefer that as well. There are some pages on [login to view URL] that return no data.
