Modify existing Wordpress website to be mobile friendly - psds exist

This Wordpress website already exists and is complete. The desktop version of the site is set, and will not change. The current styling needs to be adapted to become mobile friendly. The mobile design of this site is prepared and ready to go in psd files and is reuses the variable content and many assets of the existing site.
There are three templates needed;
1. The homepage
2. Interior Page
3. Interior Page with Form(s)
The header menu will need to be custom created as well, including a tab for the mobile menu, a tab that includes search, and a translate tab. I've included screenshots of these.
The attached images are simply low-res screenshots. The psds are hi-res and completely layered and labeled, and will be delivered to the freelancer at the beginning of the project. The PSDs are 640px wide. But they actually a 320px @ 2x. So all the assets should be ready for retina displays.
The mobile homepage will need to incorporate a slider similar to the desktop site.
