Build a Social Feed/Noticeboard for Existing Corporate Intranet (Classic ASP)

Staff at Wyndham City Council currently communicate their social announcements (e.g. personal items for sale, requests for recommended local tradies, lost & found, etc) via email. The aim of this project is develop a "social" platform on the Intranet to 1) encourage staff participation and usage of the Intranet, and 2) free up inboxes from emails of this nature.
This project will involve the development of two features to be added to the existing Intranet, namely the “Buy & Sell” and “Social Announcements” sections. Each section will be comprised of a basic noticeboard/feed where users can post their notice/message.
Summary of requirements:
- Must be developed using Classic ASP
- HTML/CSS/JS
- MSSQL database
- Contents will sit inside the existing Intranet template
- Notification of new posts (with ability to opt in/out)
- UI must be user-friendly, simple & intuitive
