Responsive US Map with Show/Hide PDFs

Hello,
I need to make a responsive US map, that when the user clicks one of the states, an embedded PDF is displayed below the map. I've got a version on this page where the PDF just opens in a new window. For this project, I want the PDF to show/hide under the map.
So:
1) Responsive US map where some of the states have content and some don't
2) For the states that have content, hovering over the state will give a lightbox of the a sentence or two of content.
3) When you click the state with content, an embedded PDF appears under the map.
States with content should have color value of #223b59 and states without content should have color value of #bcbcc0.
