Modify a map of UK with 41 colourful regions and create image-map with mouse over

Hi, I'm looking for a web designer with good graphics design abilities. I have various jobs. Let's start with this one: I have this UK postcode map as source (creative commons licence, free to modify): [login to view URL]:[login to view URL] (I notice when I print it, the postcode letters disappear, so it should be easy to remove them by editing the svg file). I need the following: 1. To begin with, magnify the map by 0.9 (10% smaller), move the top islands (marked as ZE & KW) to the left of the HS islands and crop the image shorter. Then remove the right boxed Manchester area (keep it somewhere safe to consult on later). 2. Remove the darker zoom-effect in the sea by the London box (at the bottom left) and move the whole London box to the right where the Manchester box was (feel free to increase the width a little) and put a label "London" on top. Also move the GY & JE islands higher to make the map shorter and crop it. Remove France completely. Remove (crop) a few pixels space from the left of the map. 3. Remove all postcode letters and combine the postcode areas into larger areas, for example (taken from the attached postcode combination file): TR,PL>Cornwall (Plymouth, Truro) Meaning to combine the TR and PL postcode into ONE area, with one background colour (similar to the map), so removing the internal red border between the TR and PL areas, and filling with a single colour. 4. On the London box, grey out the corner unimportant areas (those without postcode letters). 5. Create an image map, where each new combined postcode area is a separate entity. On mouse over of that image map, show the name of the area (in the example above it will be the whole "Cornwall (Plymouth, Truro)", just use "title". 6. Write by JavaScript the number of each area (1 to 41) in the center of that area. (Just a loop with [login to view URL] using these "center" cordinates in an array, so I can use them for other purposes). When saying center, it's not exactly center, as I want the number to appear centrally. The format of the attached postcode combination file is for each line: postcode areas (separated by commas) > (just a separator, delete it) name (of the new area) The result will be a slightly smaller map with much less postcode areas (nicely separated by the red borders and single fill colour), working mouse-over titles and the area numbers written centrally in the new areas.
