Build a trading center mocksite

I need a website that acts as a mock trading center, no actual money will be exchanged whatsoever or required to be, however the system needs to save the winnings/losing.
The system needs to have two types of users:
An administatora:
The administrator can add funds/remove funds from user
Change opened/closed price of a stock
Everything that a user can do, an admin can do for the user, so if a user wants to buy a stock, an admin can do it for them
Interactive user files editing
User:
Buy/sell stocks by market price
Edit personal details/password
The site is interactive, it needs to be visually pleasing, supports multiple languages via XML files, it needs to retrieve live stock prices (one query per T/seconds), all stock updating needs to be done live and there is no need to refresh the page.
There is no need for server side encryption, the website will be run by a group of friends to see which one of them can make most money, however no actual money is exchanged.
An example is drawn.
The website needs to save deals made and show them to the user, each with live win/loss.
