Looking for a website designer to help with some design tasks while I develop the site.

I am looking for a website designer that is proficient in bootstrap and css to help with site design and color scheme for an already designed site. I will provide static html files and css that need to be modified and designed. The tasks are not difficult but require an eye for design. I am aiming for a good looking site with a decent user experience built in. Some immediate tasks I need done is the site header and navigation bar modified to be more attractive looking and color added to the site.
