Optimize AdWords for Max Exposure

I have a local company in San Diego, CA, USA. We do computer repair and our AdWords used to be really good and now for some reason we don't show up in Adwords results like we used to. You must have ability to spoof location in San Diego, CA to see results, via VPN, etc. We can also provide a remote workstation if needed. We have 2 locations and have duplicated the campaigns for each location. South San Diego County and North San Diego County. The North San Diego County Campaigns have a #2 on the end of them. We have location targeting for the South and North San Diego County Ads. I would like to figure out why our Adwords ad doesn't show on the top of Google anymore like it used to. I would also like to get my ad rank and quality score higher. Can you help me with this? I'm also looking for a Freelancer who can explain what was done so I understand the work we are receiving.
