The database section and the interface are very easy for a java web application. But the question is were, and with what system will you host this database. I will create the database with interface and create an installer disk. you will clone this disk to a computer, give it a real world IP and you will be able to access the database from anywhere. Or you can host this with any company that offers hosted solutions. iWeb, rackspace, or any other provider.
