Configure 1 sql server instance for external access

This project is not a complicated one. We have two SQL 2008 instances on a Windows 2003 server. We are using a basic router/firewall. However, we can't seem to figure out how to make the two instances visible externally, but also even locally one instance is not resolving as expected.
See below:
MSSQLSERVER (PRODUCTION) / 98.144.***.18 / 192.168.1.9 => is working
SQL2008DEV (DEVELOPMENT) / 98.144.***.19 / [url removed, login to view] => is not working
We want you to make the DEV instance work and that is it. Please have good exeperience and be ready to fix immediately, we are late with some projects due to this issue.
