It's a dead easy job for someone who has the environment set up properly. All you have to do is:
1) Download opensource GhostScript at: [login to view URL]
2) Add so called devices according to points 4 and/or 5 from the tutorial:

The files we are interested in are gdevclj.c and gdevcljc.c (to be found in \ghostscript-9.54.0\devices folder in GS source code) however it wouldn't hurt to build it with all "dev" files that are in this folder.
3) Build Ghostscript in the following solution (with the above file added):
windows/[login to view URL]

4) Deliver the built GS zip file
So all in all the job is just about downloading the AGPL source code and making a build with specific options set up. Nothing more!
