Convert a hebrew (Windows-1255) string to the URL-symbols

Please write a C# method (as a console app) which takes a Hebrew input (e.g. שלום) and converts it to the URL-symbols (e.g. %D7%A9%D7%9C%D7%95%D7%9D). I will provide a code that accepts Hebrew letters through a console and returns back such Hebrew string correctly. You just need to convert it to encoded symbols for URL.
