I can do this task. I am software developer with 4.5 years of experience. I have developed many sites having user authentication. I can definitely do this task. I have related technical knowledge.

This project seems very do-able, it would take a few hours at most. I'd even be able to stream some parts of the development if you like. I'd setup full 3-tier architecture for the application, most likely looking at some kind of user polling system to check if the user is actually still frequenting the site. I could probably do the project for less, though you'd have to sort out the payment yourself. Let me know ~

User management Includes: Registration: Create New User page to create a new User. Authentication: Authenticating the created users. For this we can use Password encryption like MD5 salted encryption and SHA salted encryption. Maintaining Time stamps for users includes: Login, Logout, Changing password, Password change history, IP Address of the client mechine. Admin page to manage users if required Roles for the user. Worked for more than 10 Project login with different databases like MS Sql Server,MySql, Postgress, MS Access. This is my experience regarding User management.
