Online Text and SMS System

I want a new website that will allow users to register a new virtual mobile number and then use that number to send and receive SMS and also to receive voicemails. I want this to be based on the Twilio APIs ([url removed, login to view]).

The website must have features such as:

Fully Automated

User admin area / control panel where they can buy extra credits and check their messages / voicemails

Site admin area / control panel where basic costs can be input,etc

Affiliate scheme with tracking for both the site owner and the user which must be visible in the control panel

Must be able to work on my Windows VPS (MYSQL,etc)

Site must be SEO ready

Site must be of a VERY high standard as far as the design. This must be a high impact and be "amazing looking"

Easy to use with crisp and clear graphics, not over complicated

Must utliise all the fucntionality that Twilio offers

(I have an example site to show you the sort of things I am after which is available upon request).

I would like quick response please, with the sire being completed within 7 days.
