We are looking for a completely working open-source library, which can perform the following:
- Process videos in real time or faster, even on mobile platforms.
- Detect whether there are lips on the video or not.
- For each instant in time (e.g. 10ms), it should provide the state of the lips: open, closed, and if open some additional quantitative parameters of the shape.
- It should be robust enough, so it can tolerate different camera angles, and insufficient ambient light (to a reasonable extent).
- Analysis should be performed online, with some acceptable delay.
- Although it should support training on our recordings, it should be pretrained on some existing corpora, i.e. ready to work.
- Accuracy must be above 95%, at least when it comes to the information about openness.
Other requirements and preferences:
- Language preference is C++. Some other are acceptable (Matlab, Java, C#), but in that case, bidder should provide the offer for converting that to C++.
- Easily portable to any platform.
- Exact interface will be defined later, but it should be easy to integrate that library into some other project.
- Code comments and extensive documentation is required.
