CSS / HTML / XHTML guru with good eye for graphic design

We have a few CMS and shopping cart systems that are all based on HTML style templates and CSS. I am looking for a CSS / HTML / XHTML guru with a good eye for design. The person should be able to hand code CSS and be able to follow instructions well. Browser compliance with IE6 / 7 / 8 , Firefox and Safari essential. What we are NOT looking for is someone using Dreamweaver. What we ARE looking for is someone comfortable hand-coding CSS and also able to put together nice images as required. We are also looking for someone diligent who we do not need to check their work 10 times for errors. We currently have an initial small project we need to finish. If this goes well we will have ongoing projects in the future.
