API tie in and web interface for .Net DNS application,

we will be using two products for DNS services . [login to view URL] and [login to view URL] as DNS servers and I need a developer to do the following. The products are based on .Net 2.0 and have API's available. Please see product sites for reference. 1 - develope a web interface to tie into the .NET API of the products to allow users to use the functions thorugh the web 2- use a csv file which has source IP address to country and city code to have DNS server return a specific IP address based on source IP of the client doing the lookup. for IP Geo targeting. this would be scripting through .Net or Perl etc. 3- need a website created for front end as well and for users to login through the web interface. 4- paypal payment gateway integration Please see API section of attached documentation from the products.
