A Responsive Wordpress Home Page Theme

All that needs to be completed is a home page for my Wordpress blog. I already have the design that I want figured out, although there may be slight changes as we begin to work on the theme. This theme must be responsive and be able to adapt to phones, tablets, and computers. We are only changing the home page at this time, so the other designs for the posts must stay the same and work how they do now along side of the new homepage. Aside from the actual design some functions may need to be created to allow the ordering of popular posts, I do have plugins that do this already, so if you would like to incorporate them that is also welcome.
