Corporate Website CMS integration

Needs: -Convert an Adobe Illustrator file containing the layouts for the different pages into a CSS, to be integrated into a CMS of choice -Create a suitable CMS theme, to be applied to all pages. Fonts, positions, and graphics are already defined. -Allow users to leave a feedback on the site, and to create a database with registered users -Allow administrators to post new events on a specified section of the website, as well as having this reflected in the homepage. -Allow users to download pdf or video files concerning these events -Allow administrators to administer all content on the website (CMS not defined, perhaps Drupal or Joomla, definitley not Typo3). -Allow users to view a small set of videos in a specified section (Online streaming) Website graphical templates are already defined. Texts are already defined. STRICT focus is placed on accuracy of graphical template - CMS template accuracy , so good CSS skills required. Website consists of less than 30 pages.
