Develop Sales Marketing Plan for MLM then Implement It

I'm looking for an individual or company that can read/understand my MLM (multi level marketing) business and come up with a sound cost effective and simple marketing strategy and then have them implement it. Currently we have just been listing ads on classified sites. This is fine in the short term and can be part of the plan but not limited to this; if this is in the plan, it would be required that they also provide sales support; meaning that if anyone were to reply to the ad, they would have to reply to the customer and attempt to convert them into becoming either a customer, or a distributor for the MLM business. We are in the following countries/targeted countries, with more to come: US, Canada, UK, Dominican, Republic, Mexico, Peru, Austria, Belgium, Cyprus, France, Germany, Greece, Hungary, Ireland, Italy, Poland, Russia, Spain, Ukraine, Japan. Ads/support would need to be for those specific countries. I most likely will hire multiple people who live/understand the language of each local country. All advertising must be within the guidelines regarding marketing of the MLM - this includes NO email spamming. I will consider landing pages to capture emails if you also develop marketing strategies based off of this. Those whom are successful will be considered for future continuation of this project. However if no additional revenue is brought in there will be no chance of rehire for the next project posted. ALL HOURS MUST BE TRACKED and explained in detail what happened during that hour.
