Convert a Template to a Website

I have a PDF design that I need converted to HTML and CSS. I need this design to be pixel perfect in conversion. I need the text to be WEB BASED fonts and the image to be images. I need to be able to change the CSS colors for text and background with ease using CSS. I need to be able to swap out images when needed (using the same size images) I need to also be able to swap out the logos (I have 9 different logos/colors ect... I will be using). I understand good HTML and CSS so I will be able to make the changes, I just don't have the time or knowledge to create the originally PDF to HTML.
