Convert a Template to a Website

i have a one page under construction page that I am trying to makje some minor changes too, which i have done , but cant figure out how to configure my subscription email "submit now" button to work. Just a heads up - Im also looking for someone who can quickly convert my current work into a responsive site, nothing too fancy just good enough that it will work in the form of changing scale on differnet browser sizes. Im offering 10.00 for the email. and 20.00 for the resposive option .... no exceptions. its a failry basic template and site
