Convert a Template to a Website

I am looking for someone to either create a new wordpress website for me or to customise a wordpress template for a vacation website. Whichever is the easiest option. The job will entail inserting coding into the template in order to run the search engines and search results on the site as well as insert promotional coding etc with special offers/pics etc. All coding is populated from the back office but this coding needs to be customised to fit the look and feel of the template / wordpress site we decide to use before it is inserted. Shortlisted parties will be given a more comprehensive outline of the work that needs to be done.
