I need a client/server application written to manage contacts, and create marketing campaigns, and send email to cotacts. Application can be developed using VB and backend database would be Oracle or SQL server (not decided yet) High level capabilities are listed in the attached document. A detailed screen design and technical specifications are being developed, and will be made available soon. My budget is around 200-300 dollars. Please provide your best bids and portfolio, experience for consideration.
