Choose a programming language and library set

I want to develop a windows app that is a text rating system; one that uses a filled vector line graph appearing below text, in a block of text that has been double-spaced. What I need is help selecting a programming language and set of libraries that would suit a beginner who has programmed in CBM basic 2.0 only, who understand little more than subroutines and if/then loops. The application analogy is that of using multiple fluro highlighters to underline double-spaced text, highlighting it according to a specific rating.
