Add User Manager to ASP.NET MVC Site

Hi,
We have a ASP.NET MVC project with the SmartAdmin bootstrap template.
I would like a user management section adding to the template with the following roles
Admin, Service Desk, Partner, Customer, End User
These toles will be used to hide/show menu items and will affect the views the users can see. For example
Admin - Call see all records
Service Desk - Can see all records but not all menu items
Partner - Can see all their organisations
Customer - Can see only their organisation
End User - can see only their records
User manager must have the following features
Ability to Create, Edit, Remove a user
Assign, remove a user to a Role
As an example I would like a table creating for Hosted organisations and views for each role demonstrating that the data shown is only relevant to the role they are assigned.
Code must be well commented and layed out, so I can expland to replace our existing frontend.
SmartAdmin template can be provided, work required as soon as possible.
