define my needs for a custom application on an existing database

need to develop a custom application that works on an existing sql database. this is a needs assessment project where i will sit down with someone over skype or in person (public place ofcourse) to define how a custom application could be written on the existing database. i have defined an initial set of 4 tasks that need to be done on the old database and designed some mockup sheets to show how the user interface should look like. the successful candidate will talk with me over skype or in person for 1 to 2 hours to define how i should go about getting a programmer to develop my custom app and to help create a framework on how the project should proceed to completion. preference will be given to candidates that demonstrate patience with users like myself that know little about programming but need custom apps done and don't have thousands of dollars to do it. candidates should be well versed in programming with databases like sql and making applications that run on sql databases for use locally between a server and 4 work stations. candidates will have access to skype AND teamviewer and be able to text me on a north american cell phone. i hate talking on viber.
