Add image scale filter to emulartor

Hi,
This work consist in copy&paste the hqx image filter to an atari 800 emulator, (that already have some kind of low quality filters, but don't work full screen)
So the job is to add this filter and make it work fine in full screen, for windows 7 (and 8 if it's possible)
I don't have much budget, it's a job for making career here.
