code PDS into CSS and XHTML and integrate into Prestashop

Dear Prestashop experts, We are going to launch an e-commerce website in the next month ! The website has been developed using the Prestashop e-commerce software! We have a psd file with our website design! We need someone to code the psd file for us and integrate the design into Prestashop! We want a Prestashop theme which we can install just as any other PrestaShop theme. We will give you a PSD with the design. We want an optimized CSS for our theme, so we need someone who knows how to work with CSS sprites, write Shorthand CSS and knows how to optimize a CSS design for increasing the loading speed of a site! The CSS and XHTML need to be W3C valid. Moreover, the design should work on all major web browser so please have Cross-browser compatibility in mind! We want a table-less code, with table tags being used for tabular data only. No inline styles in the html code please!
