client management program with SQL

need a client management program using SQL as backend. This is brand new with no data to import. client Page with list of all client business names, manager name, address, phone, hourly rate, etc with links to sub pages. IT tech to pull all client information and notes, and then work on tickets and update statuses with time spent on items.
