I would be happy to build this app for you. I have deployed several sample apps using Ruby and Rails and would enjoy working on this project. For $250 I will deliver an MVP (minimum viable product) with a basic Bootstrap front end and a functional back end written using Ruby on Rails. I will use some existing open source libraries for a portion of the work. I will most likely use Devise for user authentication and Carrier Wave for photo uploading. There may be other open source modules that I leverage during the development process. However, since Reddit is written in Python and not Ruby, there is little chance I will be reusing any Reddit code. If you truly want this developed from scratch, the cost will be much higher. For convenience I would recommend hosting it on Heroku with photos and other attachments going to Amzon S3. You may also want to use AWS CDN to speed up delivery of static content. All of this can be hosted for free initially. But once your site gets some size and traffic you will need to upgrade your hosting to a paid subscription. If it is alright with you, I would like to present it as part of my portfolio. That is the main reason I am willing to take on this project at such a low price.
