Decrypt a ciphertext with python

I want to decrypt the ciphertext to plain text. I want it to be solved using the PYCIPHER library. The algorithm that it is encrypted in is Ceaser Cipher and Columnar Transposition
Here are some suggestions to solve it:
Part I:
Implement a code that enumerates (in a list) all possible permutations of decrypted message. Note that this list does not have to be exhaustive (brute force) but must include the correct original plaintext.
Part II:
Use a dictionary-based scoring mechanism to shrink the list as much as possible (ideally to only one item! but you don't need to). You are required to shrink the list to less than 200 possibilities.
