Asterisk AGI Perl Script Modifications

I’m looking to modify existing scripts that we use to lookup the caller’s phone number and attempt to find a name and address of the caller and well as maintain a database of caller lookup results. This Perl script, which is attached, works perfectly now. However, a lookup is preformed each time a call arrives. The part I want to change is to have the lookup perform using a local database first and if the phone number is not found, attempt lookup on the internet. (please see attached files to continue)
