Custom WP Theme for Small Newsletter

We need a site based on one already up and running, but that makes the content management faster to load...ie A custom wordpress theme. Most important features and functions: 1) Advertisements: Small Banner Ads that remain the same. Rotating square ads (I need help with the code of how to rotate these ads without refresh...every say, 15 secs - I was going to do it in flash) Text links ads/smallest banner ads that remain the same. Perhaps a leaderboard along the bottom/rotating. 2) Subscribers Only: Some pages of the site are for subscribers only, and anyone trying to access these should be asked to sign in first or to register. The name of these pages still should be visible on the menu to everyone that visits. The registration form should be able to change to include any questions needed and then emailed to admin as well as entered into a mysql database. 3) Forms: Adspace application form must go into mysql database and be emailed to the admin email upon submit. Contact Form, same....emailed and mysql database. Registration form...see above. *There is an idea in the works that one page will include pdf reports that will be a pay-per-report download pdf section. We are not sure yet, if he wants to charge, but either way, this section should be set up for it. *Also an idea in the works to release periodic pod-cast type videos of content rather than always text. **The Rest: The rest of the site is pretty much just design. We already have a site up, but the content part of it is too slow because we are using inline frames to access wordpress within the site. It should be like it is now, as closely as possible, or lots of white and green. It should feel fresh and new, yet professional. NOT stale or boring! Yuck! We just launched the site, so if we act quickly we can change it up, if not then we should keep the design as is and try to change the functionality to be more useful, perhaps link to wordpress when accessing the subscriber only pages, and try to make the wp theme look like you are still on the orginal website? ## Deliverables The CSS code should include comments that I can easily see the format and make changes later on. It would be helpful to include a readme that aids in any further future changes that need to be made to any source files. S for graphics, they should all be in separate files that I can easily replace in order to change graphics on the pages. Advertisements need to be easy to change and understand so I can input graphics (.jpg, .gif, .png, .swf, .html formats) and change these. I think that is all! :-) I am confident in design work using photoshop, but need help with the coding and transferring graphics to website usability. I say this, so you know that I can help with the designs, you wont have to do them all yourself. I just dont know how to slice pages or make it user friendly on a website.
