Chinese characters not displaying correctly on joomla 1.5.23 template

We have a website created in joomla 1.5.23 which we are converting into chinese. The chinese characters are not displaying correctly as you will see. The link to the website is [login to view URL] As you will see the first two menu items on the homepage and the first two paragraphs on the homepage are incomprehensible. In the back end of Joomla these are written in perfect Chinese characters. We believe it is a problem with the database configuration however we are unsure. We require the chinese characters to be shown correctly in simplified chinese throughout all menu items on all pages and also shown on the osurce code of the relevant page when "view source" is selected through a browser.
