Custom Wordpress Shortcode

We need to create a custom shortcode that will enable uploaded PDF's to be split into subsections on the page.
Currently our site uses the wordpress "page format" function to select whether an upload is a video or document and then puts them automatically under a "Video" or "Document" title on the posts parent page.
We need to have a shortcode created to move the uploaded PDFs and Videos under a selection of headings. Each heading can be a shortcode in its own right as we will only be using a few headings.
A full description of the current setup and a run through of this can be arranged via skype if necessary.
