Create basic Wordpress theme - repost

I have a very very basic website that I need converted to a customizable Wordpress template. You can see the site here: http://bitar.io. It has three sections: blog, pictures, and code. Blog format is simple. I should be able to easily manage blog posts. Pictures should be easily managed as well, and I should be able to add a new picture from a URL. So for example I can show a picture here from imgur or Amazon S3. Code section should a 3 row grid with unlimited columns, as well as a blog section below. These blog posts are different from the main blog posts. There are also a few icons on the bottom right. Those should be horizontally arranged. Please pay attention to hover effects (color changes when you hover over links, etc). Template should be expandable, so I could add a new menu item, change font size. Template coding should also be clean and easy to follow, since I will be using this as a starting point for a fuller, more complete website. I will be very strict in my requirements to make sure the template behaves exactly like my current website. Please let me know if you have any questions. I look forward to working with you.
