Create budget analysis program(repost)

I need a program that will do what this excel mockup does but in a nicer setting like asp.net c# or the like. This is a budget analysis tool that the user can play with budget and? purchases numbers to see how they can be under budget ('what if purchases less of ...) Database is great plains. There is really one sales table the SOP10200, a customer budget table, and smaller customer and category description tables. We would like to have nice graphics as well we have existing gauge or if you can use the Telerik we have this product. ## Deliverables When the user opens the page she should be able to see a summary of the budget ??" see summary view I have a fairly simple summary by category for all the expenses in a given date range or year to date. Plan on showing the budget for 1 month, 3 months etc. You could also add ? +/- buttons next to the ToDate and Budget values, allowing the user to play with the numbers, allowing her to make category-level what-if projections. ? The detail view is the area where the user can make changes by item to the budget for what-if projections. I would add every item the user purchased in the chosen time period, ? quantity purchased, ? an average unit price and extended price for that item.
