Changing Files HEX Code

Hi, I Require an application that will automatically look at the hex code of a file i need a program that will read from an INI file for the look for and changes. The records start at Hex address 000200 Each waypoint record is 27 bytes e.g. (You may have to use a mono-spaced font such as Courier to examine the following. Looking at the block this is what it looks like 28 000200 000001FF 04 6400 E9AB0DFE E044B866 903C3E9A 00000000 The program would need to look at the ini file and change each of the parts as per what is in the ini file. EG INI File [BLOCK6] E9AB0DFE=BBCCDDEE [BLOCK7] E044B866=00099999 I have attached a sample file so you can see the stricture of the data. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
