Build Simple Website to Host Banners and Links

| | I am looking for a very basic site / pages. I want a page where I can add banners through an administrative section. Some will be normal standard banners and some will be html codes from banner exchange sites. I need to be able to add and delete banners from an admin page, and I would like the site to have catagories which can be added and deleted from the admin page. So on the home page there will be catagories you can choose from as well as banners on the home page. When I enter the banner in through the admin section I should be able to select a catagory or create a new one. a new catagory will create a new page to add banners to. I also need the ability to add simple links to other sites when no banner is available. I want to be able to add the web address and a one line description as well. All of the links and banners should be active so when users click on the link or the banner it opens a new window which takes them to the site. The site should have a header as well. I am open to suggestions and ideas for the creation of this site. Please let me know if you have any questions.
