cPanel Suspension Page Web Design

I want to change my cPanel suspension page to a nicer one. I am looking for something with a grunge texture background like this [login to view URL] and want to make it where it has a "This Page is Currently Offline" message on it using large Helvetica text similar to this here, [login to view URL] including the drop shadow effect. Additionally I want a small text area under it that I can add in additional text information which the text alignment will be set to justify and not be any larger than the main title width. I want to also include a banner rotator that I can setup possibly on my server and have my banners rotate on the page and possibly even Adsense if we can do that. Let me know what we can achieve here if you feel that you can do this project. My budget for this project is $50 dollars. I have the grunge background image we can use. You will just need to code the layout up, with the font title, text message block, banner rotator, and adsense. You will not have access to my WHM, I will need to see the design and I will have it loaded by my team to make sure it works. Skype is certainly a must for this project, we always communicate through Skype only. Emails are not effective so if you need to communicate with us, it needs to be through Skype or I will not work with you. Freelancer for payment is fine, I will only milestone 50% until project is finished and accepted and is working on my server. Then we will release full amount.
