CSS/XHTML Site w/templates and php

We are searching for a experienced webdesigner with expertise in CSS and XHTML. We are looking to build a new site completely in CSS (no tables in design, we have some areas where tables will be used for content). We would like to implement a navigation system with subsections, and a pulldown navigation menu entirely in CSS. The site must be programmed such that changes may be made to navigation elements in one file and be updated across the entire site. We will also need a login/logout system that provides a logged in user with a greeting and extra links in the same area where the login/password box is initially located. This should include some user logging/tracking, and at least three different user security-levels (we would like to avoid Java, but are negotiable, please indicate language choice in bid). This bid should be for the site templates / navigation/login system. We will provide static content pages to be loaded off of the various navigation links in the central window. Please provide links to relavent projects you have completed. We are in the process of building several sites, and web interfaces to internal services, and are looking for someone who would be willing to take additional projects in the future. Our other requirements:

*All code must be clearly readable and well commented

*Programmer guarantees that all code is not encumbered by any other licenses and is our exclusive property after we have paid for it. The use of open source code is acceptable but programmer must EXPLICITLY NOTIFY US OF SUCH CODE!

*All code must run on linux/apache2/mysql

*Code must be standards compliant, and site must pass validation tests for multiple browsers/platforms and accessibility standards.
