Build Small Business Website

We are looking to create a website for a small oil and gas production and development business. We will separately created a logo and word mark. We will also provide the written content for the website. The website will be simple and have about five pages. A similar business, with more or less the same website information, pages and total content can be found at jblenergypartners dot com (although the look and feel of the website should be more clean and modern). We will also provide some sketches in how we want the website to look. We are looking for for web developers that can provide the following (in order of importance):
1) Can develop a website in a clean and modern style. We would like to see portfolio work that demonstrates this sensibility (see [login to view URL] and [login to view URL] for examples of a clean and basic style).
2) There will likely not be a lot of ongoing changes to the site, but I we would like the ability to easily change things such as bios, contact information and a "news" section where we can put out press releases. Final work product should provide instructions on how to change and add information. We may have a need to further engage the developer on a hourly basis for additional work.
3) Please include in your budget cost for use of stock images. While we don't imagine the need for much stock images, there can be no infringement of copyright.
4) The website must be able to size properly for use in tablet and mobile devices. As such, please tell us what you would use for code (Wordpress, etc.).
5) I would envision a few iterations of the website design during the contract but this is ultimately a fairly simple design project.
