create search engine

In short, here's what I need: a responsive designed search engine & crawler. Yes, there are softwares out there which can be licensed and I could also use google custom search but I don't want that. What I want is something that will become its own niche/small search engine. Where google indexes trillions of sites my search engine may only pull from 100k sites. The content to be crawled will be uploaded/updated regularly via csv file. Users can also easily submit links or information which are to be reviewed by admin. This needs to be built with google cloud sql in mind because when the site needs horsepower...I want it to have it. There will be two ad positions very top and very bottom where pagination is...so two total ad units. These ad units will be based/show on categories/sub categories. Categories should be able to be created from admin dashboard and assigned to domains which are crawled. The display of results should be similar to bing/yahoo/google or the like but with a few adjustments to give it some styling flavor. I'm also open to suggestions how to create this thing in a way which grows its own database of sites to crawl based on the initial list.
