I propose to use C# for the client and server software, backed by an SQL database. I would use MariaDB, but an abstraction layer would permit use of SQL Server/Postgres/SQLite etc. Licensing would be performed using digitally-signed binaries and licensing files, periodic online activation and code obfuscation.
