Convert acess database to php website database or java or ruby

Hi all, we have a Ms access database which is running oke for now. But it was designed to be used only with a few users. Our company is getting bigger and we need to use the database with 6 people now. As the web is evolving we want to evolve to. and make the access database web based. We have had a scriptlancer work on this project but he has gotten ill and cannot continue on this. So we either start from scratch or we continue on his source code which he has donated to me. I think best is to start from scratch again but you can view his process. the database we have now is written in access. It contains most address of people see it as a basic crm we have. We select address on diffrent types of categorys to send physical mail to them with invitations. Who can help on this? If you continue with the code of the first scriptlancer it is done converrting to java jboss and forge or something. the end goal is to get teh access program to be converted to a web app which can be consutlated world wide. Also it must have some security build in like a user login and password. And a backup to export data and or program to a downloadable file.
